  • Kansas and Wichita quick takes: Wednesday February 9, 2011

    ACLU leader to speak in Wichita. On Friday (February 11) the speaker at the meeting of the Wichita Pachyderm Club will be Doug Bonney, who is Chief Council and Legal Director for the American Civil Liberties Union of Kansas and Western Missouri. His topic will be “150 Years of Kansas Liberty.” This speaking invitation has caused a bit of controversy, with some Pachyderm Club members — and non-members — criticizing the selection of a speaker whose group is associated with liberal political causes. But the invitation is in line with the club’s mission of political education, as stated on the national Pachyderm website: “To promote practical political education and the dissemination of information on our political system.” Previous speakers who don’t fit the club’s Republican Party affinity have included Democrats WSU political science professor Dr. Mel Kahn and Kansas school board member Dr. Walt Chappell, and Jack Cole of Law Enforcement Against Prohibition, whose mission is to end the war on drugs.     Information added to KansasOpenGov.org. KansasOpenGov.org, a government transparency initiative provided by the Kansas Policy Institute, has added new sections of data to its offerings. Added this week are checkbook and payroll registers for school districts in Topeka, Wichita, Great Bend, Colby, and Pittsburg. An interesting observation: Wichita has two union stewards on the payroll. The Wichita school district says the cost of compensation, benefits, etc. are reimbursed by the union, but while serving as union employees, they continue to build up seniority and earn credit towards their taxpayer-funded pensions.     “The Citizen” launches. This week a new print newspaper launched covering Kansas City and the states of Kansas and Missouri. It’s available in an online version, too. Named the citizen, it describes itself as “We’re a new monthly newspaper for the Kansas City metro area. Our first issue is available right now. Are we biased? Yes — just like every other newspaper and magazine. Are we different? Yes — because we’re not afraid to admit that things like a love of freedom and a belief in personal responsibility matter, and they inform what we choose to cover. We’re free to readers and ad-supported.”

    Limits on state agency advertising proposed. Kansas state treasurer Ron Estes has proposed a ban on appearances by elected officials in public service announcements using state resources 60 days before an election. This was an issue before last year’s election in November, mostly for the treasurer and secretary of state contests. Said Estes: “These public service announcements are intended to educate the citizens of Kansas on the programs available by the state to help serve their best interests. They are not intended to serve as a free campaign commercial for an incumbent before an election.” More information is here. After this issue is handled, I propose a next step: reigning in the agency websites, which functioned as campaign billboards for most elected state agency heads.

    Wichita lame ducks to take junket. As The Wichita Eagle’s Rhonda Holman explains, Wichita city council members with less than a month left to serve should not be traveling to conferences whose nominal mission is to help them be better council members. But Paul Gray, Sue Schlapp and Roger Smith will do just that, based on action taken in yesterday’s council meeting. As Holman writes: “All governing boards should curb junkets for members approaching the exits. Taxpayers should not have to subsidize the air travel, hotel rooms and networking and schmoozing of elected officials whose service is all but over.”

  • Kansas and Wichita quick takes: Wednesday January 26, 2011

    Kansas legislature website. The Kansas legislature’s website is improving. Today the calendar is available for today’s session of the House, although yesterday’s journal is not. The Senate is better, with both today’s calendar and yesterday’s journal available. These documents are now presented in the preferred pdf format, although the unconventional and inconvenient viewing window is still being used. … Contact information for members seems to be fairly complete, even for the newest member who was elected just last week. … Bills seem to be more up-to-date, with history available for some. But so far I’ve not seen any bill’s fiscal note. … The search feature, which uses a Google site search, seems to be able to include recent material. … Too much to ask for? The website doesn’t have a mobile version, at least not for the Iphone.

    Warden to speak. This Friday’s meeting (January 28th) of the Wichita Pachyderm Club features Sam Cline, Warden of the Hutchinson Correctional Facility. His topic will be “An Overview of the Programs Offered at the Hutchinson Correctional Facility.” The public is welcome and encouraged to attend Wichita Pachyderm meetings.     The plain truth about who owns the Democratic Party. The Washington Examiner is in the midst of a series of articles comprising a special report about the Democratic Party and who it serves. Writes editor Mark Tapscott: “The lawyers and three other special interests — Big Labor union leaders, Big Green environmentalists, and Big Insiders with billions of dollars in personal wealth and foundation grants — together essentially dictate what Democrats can and cannot support on many key public policy issues. Call them the Four Horsemen of the coming Democratic apocalypse.” The “home page” for the series is The plain truth about who owns the Democratic Party.

    Why have your own state if you’re not special? Mike Hall in the Topeka Capital-Journal: “What makes Kansans different from people living in the other states? There must be some differences, or why mark us off inside our own boundaries? I have been intrigued with that question for years and have amassed a collection of observations by other Kansans also trying to describe the uniqueness of the geography and people of Kansas.” Hall goes on to list a few examples of “You Know You Grew Up in Kansas When.” Such as: “You know that the halves of the state are based on US-81 highway.” Actually, I had thought the dividing line between eastern and western Kansas was Wanamaker Road in west Topeka.

    Kansas repealer. Kansas now has a repealer, according to Kansas Reporter: The job of repealing burdensome regulations and laws will fall to Secretary of Administration Dennis Taylor. … He’ll be tasked with establishing a system that allows Kansans to point out laws that might be eligible for repeal, investigating Kansas laws to determine which ones aren’t needed, and making recommendations of repeal to the authority that has the power to do away with the regulation.” Hopefully this office will produce tangible results soon.

    School choice in Kansas. “At some point in most school funding debates, someone will justify their position by saying ‘it’s all about doing what’s best for the kids.’ It’s not a partisan thing; I’ve heard it from people with opposite opinions on whether schools need more money. And that’s what should drive every education discussion — doing what’s best for kids, not the adults in the system. This week is National School Choice Week and there’s no better way to show that it really is about the kids than to support school choice. That’s not an attack on public schools. Public schools work very well for many students, but not all.   • Kansas and Wichita quick takes: Tuesday January 18, 2011

    Education reformer to speak in Kansas. Next week the Kansas Policy Institute hosts education reform expert Dr. Matthew Ladner at several events in Kansas. In Wichita, he will speak at a free breakfast event on Tuesday January 25th. Information on that event and those in Topeka and Overland Park can be found at Kansas Policy Institute Upcoming Events. Ladner, of the Goldwater Institute, will speak on the topic “Good to Great — Lessons for Kansas from Florida’s education revolution.” Florida has been at the forefront of education reform in recent years, according to a study by EducationNext. Kansas, on the other hand, ranks very low in studies that look at education reform among the states. An invitation to the Wichita event is here. RSVPs are requested by January 20th.

    Wichita council candidate websites spotted. This is not a comprehensive list of candidates. Instead, these are city council candidates’ websites that have been noticed. District 2, currently held by Sue Schlapp, who may not run due to term limits: Steve Harris, Paul Savage, Charlie Stevens. … District 3, currently held by Roger Smith on an interim basis: Clinton Coen, James Clendenin…. District 4, currently held by Paul Gray, who may not run due to term limits: Joshua Blick, Michael O’Donnell. … District 5, currently held by Jeff Longwell: Jeff Longwell, Lynda Tyler.

    Schools’ funding claims questioned. “Much of the increase in state spending for schools since 2005 has accumulated in cash reserve funds rather than being spent in classrooms, according to an analysis of unencumbered cash reserves held by districts.” The Kansas Watchdog story by Paul Soutar continues: “Carryover cash in accessible district funds has increased by $306 million since 2005, the year the Kansas Supreme Court’s Montoy decision went into effect. Cash in these funds grew to about $743 in 2010, up $187 million since 2008. The carryover, or unencumbered cash, is money appropriated in previous years but not spent and with no claims against it for unpaid bills or other obligations. The cash accumulates in more than 30 distinct funds.” … The balances in these funds rise when money is not spent as fast as it is put in. School districts argue that they need some fund balances — and they do — but the growing balances, year after year for most districts, undermines the claims of school spending advocates.

    Kansas schools rated. “Kansas elementary and secondary schools rose one spot in a new national performance ranking, but are still below the U.S. average and many other states, the publishers of Education Week reported this week. The publication’s 15th annual ‘Quality Counts’ survey of how precollegiate schools are faring across the nation, ranks Kansas’ performance 37th in the nation, up one place from last year’s assessment, but still lower than the national average.” The Kansas reporter story mentions state school board member Walt Chappell and his concern that Kansas’ state-controlled student achievement scores — which show rapidly rising performance — may not be valid or reliable: “Even so, the Education Week rankings and others like them are important, said Walt Chappell, a state board of education member who in the past has expressed skepticism about claims of educational excellence that he believes don’t square with students’ college entrance exams or the state’s double digit high school dropout rates. At the very least, ‘here is another outside observer taking another look at our schools and telling us there is room for improvement,’ Chappell said.”

    Insurance costs on the rise in Kansas. From Kansas Reporter: “Health insurance premiums have gone up 5 to 7 percent in Kansas because of the federal Patient Affordable Care Act, an underwriters’ group official told lawmakers Thursday.” Mandates for increased coverage are seen as a cause.

  • Kansas school reform issues

    As Kansas struggles to find funding for its public schools and other functions of government, we’re losing an opportunity to examine our schools and see if they’re performing as well as they should, both financially and academically. Here are some issues not being discussed on a widespread basis:

    School choice

    Across the country, charter schools and school choice programs are offering choice and improved educational outcomes to families. While Kansas has charter schools, the charter school law in Kansas is one of the weakest in the nation, and virtually guarantees that public schools won’t face much meaningful competition from charters.

    School choice in the form of vouchers or tax credits doesn’t exist at all in Kansas. As a result, Kansas public schools face very little of the competitive forces that have been found to spur public schools to improvement across the country.

    School choice programs save money, too. In 2007, the The Friedman Foundation for Educational Choice released the study School Choice by the Numbers: The Fiscal Effect of School Choice Programs, 1990-2006. According to the executive summary: “Every existing school choice program is at least fiscally neutral, and most produce a substantial savings.”

    Kansas is overlooking several reforms that would increase freedom and educational opportunity and would save money at the same time.

    Accountability with teeth

    Recently former Florida Governor Jeb Bush explained the accountability measures that have produced great success in Florida. Measures including grading individual schools from “A” to “F,” ending social promotion, and school choice programs, which help all schools: “Choice is the catalytic converter here, accelerating the benefits of other education reforms. Almost 300,000 students opt for one of these alternatives, and research from the Manhattan Institute, Cornell and Harvard shows that Florida’s public schools have improved in the face of competition provided by the many school-choice programs.”

    Teacher quality policies

    Recently Sandi Jacobs of National Council for Teacher Quality spoke in Wichita and addressed Kansas policies regarding teacher quality. Our policies rank below the average for all states. More information from Jacob’s presentation is at Kansas ranks low in policies on teacher quality.

    Fund balances

    The Kansas Policy Institute has found that Kansas schools are sitting on fund balances of over $700 million that could be used to make it through a tough budget year.

    School spending advocates dispute this. But Kansas Deputy Education Commissioner Dale Dennis agrees with KPI President Dave Trabert that these fund balances could be used — if the schools wanted to.

    Chief school spending lobbyist Mark Tallman of the Kansas Association of School Boards (KASB) has argued that “many of the funds Trabert labels reserves are restricted or necessary to cover costs before government payments are received.”

    That’s true. But this argument, just like a faulty op-ed written by Kansas school board member David Dennis, says nothing about whether the balances in these funds are too high, too low, or just right.

    The evidence we do have tells us that the balances in these funds are more than needed, because they’ve been growing rapidly. The only way the fund balances can grow is if schools aren’t spending the money as fast as it’s going in the funds.

    Focus on what works

    Class size, merit pay, salary scales, unions, teacher experience and education, certification: all need to be examined to make sure that schools make decisions based on what works. We find, however, that school districts resist reforms. As a monopoly shielded from significant competition, Kansas public schools face little pressure to reform.

    Consider class size, something that the education bureaucracy says is of utmost importance, and one of the primary reasons given for school bond issues. What the school spending lobby won’t realize is that class size is not important. Instead, the quality of teachers is much more important. Writes education researcher Eric Hanushek: “Much of the work that I have done has focused on teacher effectiveness. From this research I have concluded that teacher quality is the most important factor in determining how well a school will do. … Teacher quality is not captured by typically discussed characteristics of teachers such as master’s degrees, teaching experience, or even certification — things that states typically monitor. Requiring such things unrelated to student performance dilutes accountability and detracts from things that would make them more effective.”

    Consider the harm of union work rules: When private sector companies are forced to layoff employees, they may use the opportunity to shed their lower-performing employees first. Government schools, governed by union contracts like the one in Wichita, can’t do this. They must dismiss the teachers with least seniority first. While this might seem like a good way to keep the best teachers, it turns out that experience is only a minor factor in teacher quality.

    Test scores

    Are Kansas test scores a reliable and valid measure of student achievement? The test scores that school spending advocates use — tests administered by the state of Kansas — are almost certainly misleading. The basic problem is that scores on the National Assessment of Educational Progress (NAEP) show achievement by Kansas students largely unchanged in recent years. This is at the same time that scores on tests given by the Kansas education establishment show large improvements. We need to investigate so that we understand the source of this difference. The Kansas education bureaucracy resists such efforts.

    The cost of a suitable education

    The issue of what an education in Kansas should cost is again being examined by courts. This should provide an opportunity to examine the cost studies used by the court. The Kansas Policy Institute has published Kansas Primer on Education Funding: Volume II Analysis of Montoy vs. State of Kansas, which provides useful criticism and perspective of the cost studies used.

    Alternative remedies

    Besides ordering increased spending, courts should consider alternative remedies. These might take the form of increased opportunities for parents to escape failing public schools. An example is the parent trigger. This mechanism allows parents to force radical change on a school through the petition process.

  • Kansas and Wichita quick takes: Thursday January 6, 2011

    State GOP chief to speak in Wichita. This Friday (January 7th) Amanda Adkins, who is Chair of the Kansas Republican Party, will speak at the Wichita Pachyderm Club. The topic is “Conservative Leadership Now — 2020: Building Long-term Political Infrastructure for the State of Kansas.” The public is welcome and encouraged to attend Wichita Pachyderm meetings. Upcoming speakers include Bob Lamke, Director of the Sedgwick County Division of Public Safety on January 14th, and Ed Flentje, Professor at the Hugo Wall School of Urban and Public Affairs at Wichita State University, will be discussing a book he co-authored titled “Kansas Politics and Government” on January 21.

    Kansas budget under more stress. The gap in the Kansas budget for fiscal year 2012 is now estimated at $550 million. In context, the general fund budget is around $6 billion, so the gap is about none percent of the budget. Fiscal year 2012 starts on July 1, 2011, and is the budget year the legislature will be working on when the session starts next week — although usually the real work on the budget is delayed until near the end of the session. It’s important to remember that the gap is the difference between projected revenues and desired or forecast spending. There’s nothing that says we have to spend what past plans call for.

    Education and Medicaid spending protected. Governor-elect Brownback said this week that education and Medicaid will be protected from budget cuts. Furthermore, there will be no tax increase. But these two budget items are such a huge portion of Kansas spending, it’s difficult to see where the governor will find room to create a balanced budget.

    Kansas school spending, constitutional issues discussed. Last Friday (New Years Eve) the Kansas 9.12 and Kansans for Liberty groups held an educational event and I made a presentation on Kansas school spending and ideas for reform.     Low interest rates and saving. Thomas A. Page, President of Emprise Bank in Wichita, recently wrote a letter to the Wichita Eagle in which he explained how government intervention in the economy has negative — and surely unintended — consequences: “Much has been written about the efforts of various federal agencies, specifically the Federal Reserve, to maintain interest rates at unprecedented low levels. The most frequent argument for these rates is that they will cause consumers and businesses to borrow more money, which will stimulate the economy by increasing demand. It’s not working — for many reasons. What has been ignored is the impact on the economy of lowered incomes for America’s savers, particularly retirees. Their incomes have been devastated and, consequently, so has their purchasing power.”

  • In Kansas, prosperity is achievable — if we’re willing to change

    The health of the Kansas economy — past and future — is the subject of some debate, with supporters of big government like the Wichita Eagle’s Rhonda Holman thanking outgoing Governor Mark Parkinson for his promotion of the increase in the statewide sales tax and other forms of economic interventionism. These policies, with the exception of the approval of the expansion of a coal-fired electrical plant, largely carried forward the programs of his predecessor Kathleen Sebelius. As a result, Kansas is in the situation that Dave Trabert of the Kansas Policy Institute describes below.

    Prosperity Is Achievable — If We’re Willing To Change

    “The first lesson of economics is scarcity: there is never enough of anything to fully satisfy all those who want it. The first lesson of politics is to disregard the first lesson of economics.” — Thomas Sowell, The Hoover Institution, Stanford University

    Sowell’s point about the scarcity of resources is essential to understanding economics, which may be as much about human behavior as supply, demand and other commonly-associated factors. Taxpayers have finite resources, so the more they must pay in taxes, the less they have to spend on goods and services. Accordingly, raising taxes always has a negative impact and especially so when taxes rise faster than the ability to pay.

    Unfortunately, the last ten years were defined by Sowell’s first law of politics. State and local governments in Kansas ignored the implications of finite resources and significantly increased the tax burden. From 2000 to 2009, state and local taxes increased 59 percent but personal income available to pay taxes only rose 44 percent. (The 2010 figures aren’t yet published but last year’s increase in sales, unemployment and property taxes certainly didn’t ease the burden.)

    Predictably, we suffered the consequences.

    Kansas had 18,800 fewer private sector jobs in 2009 than in 2000, a reduction of 1.7 percent. There was job growth prior to the recession but it was well below the national average. From 1998 to 2008 (Kansas employment peaked in April, 2008) private sector jobs increased 7.9 percent nationwide but only 5.2 percent in Kansas. And comparing the performance of low-burden and high-burden states (as ranked by the non-partisan Tax Foundation) makes the implications of defying Sowell’s first law of economics even more clear. The ten states with the highest combined state and local tax burden averaged 6.1 percent private sector job growth, whereas the ten states with the lowest burdens averaged a remarkable 16.5 percent gain.

    Domestic migration (U.S. residents moving in and out of states) is another good measure. Between 2000 and 2009, the ten states with the lowest tax burdens averaged a 3.8 percent population increase from domestic migration; the ten states with the highest burdens lost an average of 3.3 percent. Kansas lost 2.5 percent population from domestic migration.

    Jobs and people naturally gravitate toward low-burden states where they get to keep more of their hard-earned, finite resources. The next ten years must therefore be defined by Sowell’s first law of economics or Kansas will continue to suffer the consequences. In order to compete for jobs and attract new residents, the state and local tax burden must be reduced — and that means government must spend less.

    Fortunately, there are many ways to reduce spending and still provide essential services. Ineffective and unnecessary programs have to go and government must operate much more efficiently.

    Change won’t be easy but the choice is simple — reduce the tax burden and create an environment that attracts jobs and new taxpayers or preserve big government and continue to suffer the consequences.

  • Kansas and Wichita quick takes: Monday December 27, 2010

    This week at Wichita City Council. This week, as is the usual practice for the fourth Tuesday of each month, the agenda for the Wichita City Council features only consent items. These consent items are thought — at least by someone — to be of routine and non-controversial nature, and the council votes on them in bulk as a single item, unless a council member wishes to “pull” an item for discussion and possibly a separate vote. One such consent item is “Payment for Settlement of Claim — Estate of Christopher Perkins.” As Brent Wistrom reports in the Wichita Eagle’s, Wichitopekington blog, “A police car en route to an emergency call smashed into a Saturn coup last December, killing the coup’s 30-year-old driver, Christopher Perkins. Perkins’ family filed a negligence claim, and, on Tuesday, Wichita City Council members will vote to settle the case for $300,000.” The agenda packet is at Wichita City Council, December 28, 2010. … Also, the city will vote whether to spend $400,000 for an analysis of nine aging fire stations and what repairs and upgrades they might require. Whatever work is found to be necessary would cost much more, presumably. The cost of the analysis is being paid for by borrowing money through general obligation bonds. … Usually these “fourth Tuesday” meetings are followed by a workshop, but as of this moment, no agenda is available. … The Sedgwick County Commission will not meet this week.

    Kansas schools’ unspent funds. Perhaps this will be the year in which Kansas schools — along with other state agencies — will publicly confront the reality of their budgets and unspent funds. Kansas Watchdog takes a look on Truth Emerging on Unencumbered K-12 Education Funds .

    Which Brownback will govern? The Lawrence Journal-World looks at the future of incoming Kansas Governor Sam Brownback and wonders how he will govern. Perhaps the most telling observation is that of Wichita State University professor H. Edward Flentje: “Then Brownback got elected to Congress as a budget-taming conservative, Flentje said. But the budget couldn’t be tamed, and Brownback morphed into the social conservative for which he is most well-known, or, as Flentje describes it, ‘wearing his faith in the public square.’” So now I’m wondering: Can this year’s Kansas budget be tamed? … On the role of national politics: “Kansas University political science professor Burdett Loomis said that although Brownback is known for his social conservative views, he may be moderated somewhat by national aspirations.”

    Rapidly rising costs at Kansas Universities criticized. Tuition at our state’s two flagship universities — The University of Kansas and Kansas State University have risen much faster than inflation, writes John R. LaPlante, educational policy fellow the Kansas Policy Institute in a letter to the Topeka Capital-Journal. Rapidly rising administrative costs are one reason, he writes. But costs can be controlled: “Cutting administrative expenses isn’t just a nice thing to do, it is possible. Iowa State, Texas A&M and the University of Missouri actually reduced their administrative expenses. It should be no surprise that they had smaller tuition increases than every other university in the conference, save Texas Tech.”

    States and their pension problems. George Will in the Washington Post writing on the problem with under-funded state employee pension plans: “The nation’s menu of crises caused by governmental malpractice may soon include states coming to Congress as mendicants, seeking relief from the consequences of their choices. Congress should forestall this by passing a bill with a bland title but explosive potential.” Will goes on to describe a bill in Congress that would mandate transaprency of just how bad the problem is: H.R. 6484: Public Employee Pension Transparency Act. … In Kansas, efforts to merely describe the severity of the problem result in attacks on the messenger. In Wichita, the head of Service Employees International Union Local (SEIU) 513 appeared before the board of USD 259, the Wichita public school district, in order to denounce the reports and what he claimed where the political motives behind it.     Airport security found lacking. From the ABC News report Gaping Holes in Airline Security: Loaded Gun Slips Past TSA Screeners: “But the TSA did miss [the loaded gun], and despite what most people believe about the painstaking effort to screen airline passengers and their luggage before they enter the terminal, it was not that unusual. Experts tell ABC News that every year since the September 11 terror attacks, federal agencies have conducted random, covert “red team tests,” where undercover agents try to see just how much they can get past security checks at major U.S. airports. And while the Department of Homeland Security closely guards the results as classified, those that have leaked in media reports have been shocking.”

    Compact strategy against Obamacare outlined. From the Weekly Standard: “An issue of interest to two or more states can lead to a compact. It works this way: State legislatures approve a proposal, the states agree on the parts of mutual concern (such as buying insurance across state lines), then the compact is dispatched to Washington for ratification by Congress and the president (though the need for White House assent isn’t spelled out in the Constitution). Ratification turns the compact into federal law. However, there’s a bigger reason for forming a compact against Obamacare. By banding together, states would have far more political clout in Washington.”

  • Kansas ranks low in policies on teacher quality

    States are the primary drivers of teacher policy, said Sandi Jacobs, and the states, particularly Kansas, are not doing a good job promoting teacher quality.

    Jacobs is Vice President of National Council for Teacher Quality. She appeared in Wichita at an event sponsored by the Kansas Policy Institute. NCTA is a research and advocacy group that promotes accountability and transparency of the institutions that affect teacher quality.

    While states play the largest role in formulating teacher policy, other actors are local school districts, teachers unions, and the education schools that train teachers. Until last year when Race to the Top money became available from the federal government, it didn’t play a significant role. Kansas did not make it past the first round of Race to the Top evaluations.

    Jacobs said that there is strong consensus that of the factors under control of schools, teacher quality has the greatest impact on student success. And recently there has been a shift in how we consider teacher quality, moving from certifications and past education to effectiveness and results in the classroom.

    Jacobs presented research that shows how teacher quality can make a large difference in how much students learn in just a period of three years. In the example she illustrated, third graders who had teachers in the top 20 percent of effectiveness for the next three years went from the 50th percentile in performance to the 90th. For students with teachers in the lowest 20 percent for the same period, their performance dropped from the 50th percentile to the 37th percentile. This is a “huge achievement gap,” she said.

    Jacobs said that states already have many policies regarding teachers, but they are not the right policies. The NCTQ gives an average grade of “D” to the states for their policies regarding teachers. Kansas is below average, earning a grade of “D-.”

    Among the policy areas regarding teacher effectiveness and quality, states fare worst in identifying effective teachers. Further, the methods that statues use to evaluate teachers are not indicative of teacher effectiveness in the classroom. Only ten states “require evidence of effectiveness to be the preponderant criterion for teacher evaluation.” Kansas policy says that school districts “should” include a measure of teacher effectiveness in their evaluations. But that is as far as Kansas policy goes, Jacobs said. Kansas, like many states, does not require classroom observation in teacher evaluation.

    If student data is to be an important factor in teacher evaluation, states must create data systems that match students and their test scores with teachers. Kansas has the building blocks in place, Jacobs said, but the system needs more work before this matching can be done.

    Value-added data has been in the news recently. This refers to the ability to measure the impact of teachers on student achievement. In value-added methodology, the specific students taught by a teacher are tracked so that teachers may be evaluated by the achievement of their own students, not by broad measures. “Value-added methodology is very fair to teachers. It looks at their impact on their students,” Jacobs told the audience.

    Jacobs said that twelve states use value-added data in teacher evaluations. Kansas does not.

    The frequency of teacher evaluation is important, too. Kansas requires multiple evaluations for new teachers, which Jacobs said is a wise policy, even though the evaluation process may not be meaningful. For teacher who have gained tenure, they are evaluated once a year in their first two years after gaining tenure. After that, evaluations are required once every three years, which Jacobs said does not make sense, and should be addressed.

    The process of granting tenure — permanent employment status, after which is is very difficult to dismiss a teacher — is almost automatic in most states, Jacobs said. She added: “We’re not awarding it based on anything too meaningful, and we’re awarding it very quickly.” In Kansas, as in most states, teachers earn tenure after three years.

    Jacobs said that after three years, school districts will have probably two years’ of data on a teacher, which she said is not enough. She recommended a probationary period of five years before evaluating a teacher for tenure.

    For professional licensure, which is awarded by states, many states require no evidence of effectiveness. Kansas requires a performance assessment. Jacobs had no data for Kansas, but on other states that have such as assessment, the passing rate is generally above 98 percent. “So if 98 percent of people are coming through your gate, well then you don’t have a gate. Why are you even giving that assessment?”

    The policy area in which Kansas scored lowest was in exiting, or firing, ineffective teachers. Kansas labor law has special language just for teachers, Jacobs said, and this language makes it very difficult to dismiss ineffective teachers. Teachers are also allowed multiple appeals. The second appeal is made in the court system, which changes the matter from an educational issue to a procedural issue.

    Kansas is also weak in alternate certification, a process where people may become teachers without going through the traditional route through the education colleges. Kansas schools may hire such teachers only if they certify that no traditionally-prepared teacher is available. Jacobs said that research shows that alternatively-certified teachers perform well.

    Retaining effective teachers is important, Jacobs said, and compensation is an important factor in this regard. A problem is that teachers are treated interchangeably, she said, because school districts pay teachers based on years of experience and by degrees earned, not by effectiveness. Furthermore, there is strong consensus of evidence that advanced degrees do not make teachers any more effective in the classroom. It’s a “double premium” that districts pay, however, as many will pay teachers to earn a higher degree, and then pay them a higher salary. But this practice does not increase student leaning.

    Kansas does not have a state teacher salary schedule. Instead, districts create their own salary schedules. But Jacobs said the state needs to send the message to districts that salary schedules based on years of experience and advanced degrees “don’t make sense, aren’t efficient, and are counterproductive to retaining our most effective teachers.”

    I asked Jacobs about the relative importance of class size as compared to teacher effectiveness. Jacobs said that research shows that class size makes a difference for very young children (below third grade), when class size can be reduced to 11 or 12 students. For everyone else, there is no evidence that class size makes a difference. Additionally, reducing class size requires that more teachers be hired. When California tried class size reduction, the thousands of additional teachers hired were not of high quality, and student achievement fell.

  • Kansas school spending: citizens again are uninformed

    This week another study finds that Kansans, like most Americans, are uninformed about the level of school spending. Reaction of the education bureaucracy indicates that uninformed citizens are their preference.

    The KSN Television news story Survey results fan flames in education funding feud (both print and video are available) reports on a study asking people about the amount of school spending in their state. In Kansas, few knew the correct level of spending: “No more than 10 percent could guess the correct per student spending range in Alabama, New York, Arkansas, or Kansas.” 40 percent of survey respondents in Kansas thought schools spent less than $4,000 per student. 71 percent thought the figure was $8,000 or less. The actual number is somewhere around $12,000 per student.

    The results of this study confirm what the Kansas Policy Institute found earlier this year in its own poll of Kansans and their knowledge of school spending. That effort found that few Kansans have accurate information about school spending. Surprisingly, the poll found that those with children in the public school system are even more likely to be uninformed regarding accurate figures. KPI also found that when presented with accurate information about changes in school spending, few Kansans are willing to pay increased taxes to support more school spending.

    There are several important things Kansans should take away from the KSN news story. First, Newton school superintendent John Morton thinks it is “a real concern” when citizens have access to data about government spending. This is a common reaction by government bureaucrats and officials. They prefer to operate without citizen scrutiny.

    Second, the education bureaucracy in Kansas denies the reality of school spending. According to the KSN story: “[Morton] says although numbers may say schools receive $12,000 per student, only about $4,000 makes its way to daily student learning.”

    This denial of the magnitude of school spending is routine by the school spending lobby and its supporters. They also do their best to exaggerate the effects of any slowdown in the rapid rate at which spending had been increasing. This was demonstrated by Rep. Melody McCray-Miller at a recent legislative forum in Wichita. She disputed the total amount of spending by the Wichita school district. Wichita board of education member Lanora Nolan disputed these same figures at a Wichita Pachyderm Club meeting. Also see Wichita schools on the funding decrease.

    Finally, it’s astonishing that of the roughly $12,000 that Kansas schools receive for each student, only $4,000 — according to Morton — makes its way to “daily student learning.”

    May I ask: Where does the other $8,000 go?
