What barriers do public schools face that other schools do not?

Have you looked at studies that show how traditional schools have been able to over come the "barriers to excellence?" If so, can you communicate these ideals to the public?

It seems that these should be looked at before a new system is set up. If for the last 11 years student achievement has risen in USD 259 - there must be some meaningful reform that is taking place at multiple levels. It does not seem out of reach for this district, especially while looking for a new leader, to take on reforms that proved beneficial for students of other districts.

Isabell,

Some traditional public schools (and I say "traditional" public schools since charter schools are also public schools) do find ways to produce great student achievement.

But as the example from LA shows, the institutional barriers to excellence are more likely to be greater in traditional public schools.

Another question for Steven.....

Are there reforms public schools can undertake that will have similar outcomes?
