		<description>How refreshing to finally have a state school board member that understands the complexities of financial restraints and is able to offer solutions.  I will never understand the inability of state and local BOE(s) to see the glass as half full rather than always half empty.
For all the money spent and considerable per pupil spending increases over the last five years surely anyone can conclude that more spending does not equate with increased test scores.
Educating children has never been the priority.  It&#039;s time we reprioritize.
Mr. Chappell&#039;s suggestions are a big step in the right direction and he should be applauded for his courage to speak up! Perhaps his &quot;food for thought&quot; will stir the pot, new recipes can be tried and we can all be healthier,,,,financially and academically!</description>
