It is interesting to note that staff from KDHE is leading this stealth effort using foundations and the non-profit organizations to implement Gov. Sebelius' agenda. They will use the extra tax revenue to fund new projects that will not be sustainable in the future because less people will be smoking and these liberal bureaucrats need for them to continue smoking.
