The legislature owes it to both groups to fund them at functional levels. The real choice is all the tax breaks given to the wealthiest of Kansans vs. the obligation we have to fund these programs. These are the people that social programs are designed for. The very fact that taxpayer money is being taken away from such programs and funneled to huge salaries and lobbyists should outrage the public. Once again big Government wins and the taxpayer loses.
